Quick Guide to the ELD Mandate

What exactly is the mandate?

The mandate itself is quite simple. It requires that commercial truck freights are equipped with an ELD (or electronic logging device) by the Dec. 18, 2017 deadline. These devices would replace the paper logbooks used by many commercial drivers in the industry, and digitize the logging process for an even playing field across the board.

Why is the mandate important?

This mandate brings in a new era for the industry in terms of compliance using digitization technology. The mandate requires commercial vehicles to be ELD compliant, holding the driver, and the trucking companies responsible for complying to drive hour restrictions which will reduce logging fraud. Another huge aspect of the mandate is the hope that it brings better efficiency to the industry. When used correctly and in full capacity, ELDs can help companies evaluate their performances and; therefore, leading them into more efficient practices. All commercial logging would be done through the device, which is connected to the freight engine, and its corresponding online services.

Who is affected?

The mandate affects all commercial drivers still using paper logbooks. There are a few exceptions, including:
- Drivers where the actual truck is the deliverable
- Freight companies operating less than 150 air-mile radius
- Drivers that are driving 8 days or less
- Rented trucks of 8 days or less
- Trucks with engines before the year 2000
One temporary exception to be made is with vehicles that have current electronic logging systems, known as AOBRDs. Vehicles with this kind of system in place currently, have two whole extra years to become ELD compliant, stretching their compliancy deadline to December 16, 2019.

How will it be enforced?

The mandate will be immediately enforced by law enforcement officers on its December 18th deadline, both through inspections and weight-stations. Starting on December 18, 2017, citations will be given to non-compliant vehicles. However, starting April 1, 2018, any non-compliant vehicles will be placed out of service until the ELDs have been installed properly.

How are the freight companies taking the mandate?

While some companies are taking this mandate as an opportunity to create more efficient practices and step into the future, many are still dragging their feet. The mandate will jump start a new era of trucking: better adherence to hour restrictions, better overall logistics planning, and more time spent behind the scenes. Many companies are reluctant, because it will take resources in time, effort, training, and money. However, with complete compliance and understanding, all the forefront expenses will serve a huge profit in safety and efficiency down the road.
